Changes in the “Clean Air” Program
Significant updates have been announced by the National Fund for Environmental Protection (NFOŚ), and Schelinger, part of Bemko Group, is fully prepared to meet the new guidelines set by the Ministry.

Key Points from the Official Clean Air Program Announcement
- Green Device and Material List: Extended deadline for required technical tests for heat pumps with European quality marks. Manufacturers and importers of heat pumps now have until December 31, 2024, to provide the necessary technical tests for their devices to remain on the Green Device and Material List (ZUM).
- Mandatory Selection of Devices from ZUM: Starting June 14, 2024, only heat pumps, wood gasification boilers, and pellet boilers on the ZUM list will be eligible for funding. Devices bought from this date will be eligible costs only if their technical parameters are confirmed on the ZUM list, based on tests conducted in accredited labs in the EU or EFTA.
- Temporary Inclusion on ZUM: To address industry concerns, the Ministry and NFOŚ have allowed the temporary inclusion of heat pumps with European quality marks like EHPA-Q, HP KEYMARK, or EUROVENT. This measure ensures a broad selection of high-quality heat pumps for Clean Air Program participants.
- Certification Compliance: Devices listed on ZUM based on quality certification will remain until December 31, 2024. After this date, full tests must be provided per EU regulations (811/2013, 812/2013, 813/2013, 814/2013) and standards (EN14511, EN14825, EN12102, EN15879).
- Uniform Standards for All: Ultimately, all subsidized devices must undergo full testing to improve installation quality, promote fair competition among manufacturers, and support further development of program requirements for heat pump efficiency.
- Ongoing ZUM Registration and Compliance Monitoring: The President of the Office of Competition and Consumer Protection (UOKiK) will monitor heat pump compliance with manufacturers’ claims, removing low-quality devices from the market if they do not meet regulations.
- Energy Audit Grants: Clean Air Program participants are encouraged to ensure proper insulation before replacing old heating units. Heat pumps are typically more effective in well-insulated buildings, and an energy audit (up to PLN 1,200, with subsidies available) can assess a building’s actual heat requirements.
